Fix for Real time Queue Period Interval refresh issue.

 Also fix for TFS 4914: Dragging the Network monitor toolbar causes the other toolbars to disappear.

Symptoms:

When viewing the data for the Queue by Period monitor, the current period will randomly flicker between the current period and 11:45 pm.  It will always return to the proper time period after each flicker.

Also, when showing the Real-Time toolbars, the network monitor will randomly disappear, or when dragging some toolbars, others will disappear.

Cause:

We were using the wrong media server for the time as well as listening to the Queue by Period events for all the currently monitored queues (if more than one Queue by Period monitor is open)

For the toolbars, the wrong row index were being assigned to the toolbars.
