KB267: Reporting service does not mail reports consistently

The reporting service does not mail some reports.  Sometimes it mails the reports, sometimes it mails some of the them but not all. 
One of the ccm users has the Print Local attribute set and the CCC is picking up the mail job but not setting the state back to pending. The CCC distribution ONLY handles the print local reports.  The Service handles everything else.
In indicator that this is the issue is - the mail state of the report isSent to Client but the log file indicate there were no reports pending distribution at this time. 
Another way to find this is to start SQL Profiler and stop the Reporting services.  If you see calls to proc_ReportingService_GetNextReportsForDistribution then likely a CCC is running the distribution component.
Disable the print local attribute of the ccm user until you can apply the hotfix or upgrade. 
The distribution service has been changed to call different procedures depending on whether it is running as a process (ie service) or as a user (ie CCC).  The code change has been committed to 5.3 and a hotfix has been created for version 5.2 sp 1.
This hotfix must be installed on your Enterprise Server and you must be running version 5.2 sp1
