KB13520: Implementation of alternate offhook onhook procedure to fix out of service issues

PROBLEM

Some customers' ports may go out of service around a minute after the IQ does the offhook/onhook idle procedure.

CAUSE

MiAudio is executing an unknown path, that causes it to send the port in an out of service state.

RESOLUTION

This hotfix may prevent Miaudio from going in that undetermined code path that sends the ports out of service, by increasing the time at which the procedure occurs from 10 minutes to 30 minutes. The time spent off hook is also now configurable, with a default value of 5 seconds. Additionally, this hotfix introduces a new auditing type, which will do the offhook/onhook process using mitai. It can be configured in the service's config file:

AUDIT_LONGIDLE_TIMEOUT_MITAI="600000" AUDIT_LONGIDLE_ENABLED_MITAI="true"

Note: If this is enabled, as well as the AUDIT_LONGIDLE_ENABLED (which uses MiNET) - only the minet process will be enabled.
