MCC Exchange Setup service won't start on remote node

MCC Exchange Setup service won't start.  MCC Exchange Objects runs normally. 


When trying to start MCC Exchange Setup, system times out with "Windows could not start the service in a timely manner" 

Service Logs show:

Reached the following endpoints:and received this exception: System.IO.FileNotFoundException: Could not load file or assembly 'Microsoft.Web.Services3, Version=, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified.

at prairieFyre.EnterpriseServices.Client.Authentication.InitializeReceiveAddress()

WSE component is a pre-requisite for MCC remote node install, but installer does not check for it. 


Install the Microsoft WSE 3.0 Runtime on the remote node.  The install file can be found on the CCM server under C:\CIS_60GA\src\WSE3_0\
