In some cases the Server Monitoring Agent will stop a problem service and not recover gracefully

If a CCM server is experiencing enough environmental errors to cause the Collector service to request multiple restarts in a short period, the Server Monitoring Agent may issue multiple service stop and service start commands too close together.  As a result, the service stopped, and the other commands were not received in the correct order. 

This situation can only occur if there are other issues causing a service to request frequent restarts.  Code will be revised in order to ensure that the SMA handles multiple restart requests from a single source more gracefully.


This code is expected to be included in our Caspian release.
